This AAIJ 2017AN value is derived from the difference between the ${{\mathit D}_{{s}}^{-}}$ and ${{\mathit D}^{-}}$ widths. The 3rd uncertainty, $\pm{}1.7 \times 10^{-15}$ s, arises from the uncertainty of the ${{\mathit D}^{-}}$ width.
2BONVICINI 1999 obtains $1.19$ $\pm0.04$ for the ratio of ${{\mathit D}_{{s}}^{+}}$ to ${{\mathit D}^{0}}$ lifetimes.
