Observed in radiative decay of the ${{\mathit \Upsilon}{(2S)}}$, therefore ${}^{C} = +$. Branching ratio requires E1 transition, M1 is strongly disfavored, therefore ${}^{P} = +$. $\mathit J = 1$ from SKWARNICKI 1987.
