$I^G(J^{PC})$ = $0^+(1^{+ +})$ 
Observed in the radiative decay to ${{\mathit \Upsilon}{(1S,2S,3S)}}$, therefore ${}^{C} = +$. $\mathit J$ needs confirmation.
${{\mathit \chi}_{{b1}}{(3P)}}$ MASS   $10513.4 \pm0.7$ MeV 
 
$\Gamma_{1}$ ${{\mathit \Upsilon}{(1S)}}{{\mathit \gamma}}$   seen 1000
 
$\Gamma_{2}$ ${{\mathit \Upsilon}{(2S)}}{{\mathit \gamma}}$   seen 479
 
$\Gamma_{3}$ ${{\mathit \Upsilon}{(3S)}}{{\mathit \gamma}}$   seen 157
