Observed in radiative decay of the ${{\mathit \Upsilon}{(3S)}}$, therefore ${}^{C} = +$. Branching ratio requires E1 transition, M1 is strongly disfavored, therefore ${}^{P} = +$.
${{\mathit \chi}_{{{b1}}}{(2P)}}$ MASS   $10255.46 \pm0.22 \pm0.50$ MeV
